The Solar Heliospheric Interplanetary Environment (SHINE) group organizes a yearly in-person workshop that give participants dynamic opportunities to learn, grow professionally, and exchange ideas. SHINE is committed to fostering a professional, safe, respectful, inclusive environment at all SHINE events, where all participants can participate fully in an atmosphere that is free of harassment and discrimination, and where professional behavior is expected. This includes respectful treatment of everyone regardless of gender, gender identity or expression, sexual orientation, disability, physical appearance, age, body size, race, religion, national origin, ethnicity, level of experience, political affiliation, as well as any other characteristic protected under state or federal law.

A. Prohibited and Expected Behaviors

SHINE expects all Participants to comply with the letter and spirit of this Code. SHINE steering committee members reserve the right to enforce this Code against any Participant found to have violated SHINE’s commitment to a professional, respectful, inclusive environment even if a specific behavior is not listed below. This policy applies to all attendees at the SHINE workshop, including scientists, students, guests, staff, and contractors participating in scientific sessions, auxiliary meetings and social events associated with any SHINE gathering or other activity.

Anyone not meeting expected collaborative, respectful behavior can immediately be removed from the current online or physical workshop and may be banned from future SHINE workshops.

1. Any sexual harassment and misconduct are prohibited (see section B for more details about sexual harassment and misconduct and section C for details on how to report concerns). 2. Any harassment is prohibited. Harassment is defined as any unwelcome verbal or physical conduct based on race, color, religion, sex, gender, disability, age, national origin, sexual orientation that is objectively hostile as to alter the ability of an individual to engage in SHINE activities by creating a hostile environment (see sections B and C for more details).

3. Participants should treat everyone with respect and do not engage in conduct or make comments that are biased, demeaning, intimidating, coercive, or harassing/hostile.

4. Participants should not touch or make physical contact with anyone unless they know such contact is welcome.

5. Participants should maintain a professional behavior at the workshop venue.

6. Participants should act professionally and responsibly if they choose to drink when alcohol is available, or if they use other legal intoxicants.

7. Participants should not engage in violence or abuse of any attendee, speaker, volunteer, exhibitor, staff member, service provider, or other guest, physically, verbally or through any other form.

8. Participants should respect the rules and policies of the workshop venue, hotels, online platform (if applicable), or any other venue associated with the workshop. 

9. Scientific participants, including students, should display scientific integrity in disseminating their research.

10. Scientific participants should recognize co-authors that have made bona fide contributions to their work provided they agree to be recognized. Scientific participants should not plagiarize the work of others.

11. Concerns should be reported immediately to the appropriate person, channels, or entity, as described in Section C of this document, so that the SHINE steering committee, legal office or Title IX office can act quickly to address and resolve issues (see section C below for details on how to report concerns). 

12. Confidentiality of the identities of any individuals involved in a conduct concern should be respected while it is being reviewed and addressed.

B. Policy on Sexual Harassment and Other Forms of Harassment

This workshop is partially supported by the National Science Foundation under an award to the University of New Hampshire (UNH). We are required by the NSF Proposal & Award Policies & Procedures Guide (Chapter II.E.7), effective February 25, 2019, to provide all event participants with information on the University’s policy on sexual and other forms of harassment or sexual assault as well as directions on how to report any violations of this policy. For purposes of this requirement, “other forms of harassment” is defined as “non-gender or non-sex-based harassment of individuals protected under federal civil rights laws, as set forth in organizational policies or codes of conduct, statutes, regulations, or executive orders.”

UNH is committed to creating and maintaining a community dedicated to the advancement, application and transmission of knowledge and creative endeavors through academic excellence, where all individuals who participate in University programs and activities can work and learn together in an atmosphere free of harassment, exploitation, or intimidation. The University has general policies prohibiting harassment and discrimination on the basis of protected categories, including the University of New Hampshire Policy on Discrimination and Discriminatory Harassment and the UNH Student Rights, Rules, and Responsibilities. The University of New Hampshire policies prohibit sexual violence and sexual harassment, (“prohibited conduct”) to ensure an equitable and inclusive education and employment environment free of sexual violence and sexual harassment.

The policies define conduct prohibited by the UNH and explains the administrative procedures the University uses to resolve reports of prohibited conduct. The policies apply to all University employees as well as undergraduate, graduate, and professional students.

The full text of the above noted policies may be reviewed on the UNH Affirmative Action and Equity Office website. The University will respond promptly and effectively to reports of prohibited conduct and will take appropriate action to prevent, to correct, and when necessary and possible, to discipline behavior that violates these policies. Confidential resources, including the reportit! @ UNH, are also available to those who have experienced sexual harassment, sexual violence, or other prohibited conduct in connection with an UNH NSF sponsored event. A survivor can make use of confidential resources at any time. C. Reporting, Investigation Process and Consequences

1. Any allegation related to sexual misconduct or sexual harassment shall be reported to the Title IX office or legal office of their home institution. If such allegations are reported through the SHINE website form or to the workshop coordinator, it will then be reported to the Title IX office of the University of New Hampshire. The incident will not be discussed by the steering committee and no information will be passed to any other individuals, including steering committee members. Any investigation, if undertaken, will be done by the Title IX or legal offices. The SHINE workshop coordinator will follow the recommendations and findings of the Title IX and there will be no involvement of the steering committee.

2. Any allegation of non-sexual nature of a breach of the code of conduct shall be reported to any member of the SHINE steering committee or through the SHINE website with an anonymous option. The SHINE steering committee will decide to either appoint an ethics sub-committee (composed of members of the steering committee and any legal offices) or treat the allegations fully internally within the steering committee.

       a. After learning of conduct concerns, the ethics subcommittee shall conduct an initial review to determine what steps may be needed to keep the SHINE workshop safe. During this stage, SHINE typically requires a written statement from the person making the report so that we can begin planning the investigation

      b. SHINE treats all conduct concerns as confidentially as possible, making a reasonable effort to protect the identity of anyone involved in the investigation process, including targets, accused individuals, and witnesses. SHINE may determine that it needs to share information with others to carry out a full investigation. In such cases, SHINE will take care to limit what is shared and with whom on a strict need-to-know basis. SHINE expects everyone involved in an investigation, regardless of their role, to respect the confidentiality of the process while the concerns are being reviewed and addressed.

      c. SHINE ethics subcommittee shall gather information needed to make findings of fact. Typically, this involves speaking to the identified target, the accused participant, and any witnesses as well as reviewing any documents, photographs, or other relevant information. To ensure adequate due process, it is SHINE’s policy to inform accused participants of the allegations against them so that they have an opportunity to provide relevant facts.

      d. The SHINE steering committee, with discussions with the UNH legal office and/or the National Science Foundation when appropriate, is responsible for making decisions about any break of the code of conduct of non-sexual nature.

      e. Once an investigation is complete, if there has been a violation of this Code, consequences may include:

            i. Requiring the accused Participant to leave the SHINE workshop at the Participant’s own cost, without refund;

            ii. Prohibiting the accused Participant from attending future SHINE Events; and

            iii. Any other actions deemed necessary and appropriate.
